【政策报告】于茗卉:以协同制度创新 推进横琴建设粤澳深度合作区

摘要:自从在横琴设立粤澳深度合作区、构建粤澳共商共建共管的体制机制的构想提出以来,关于粤澳深度合作区的具体工作方案迟迟没有出台,横琴建设应当在哪些制度层面寻求突破有待明确,既有的协作管理模式不明晰,缺乏合作推进机制。对此,本报告提出横琴建设粤澳深度合作区“两个明确,一个总体,两个统一”的制度融合方案。方案内容具体是指明确两个主体——政府的行政管理主体和市场的开发主体,坚持联合编制总体规划,以及统一两个环境——营商环境和生活环境。
