The Institute for International Affairs, Qianhai (hereinafter referred to as the "Institute") was established in 2020. It is a non-profit comprehensive research institution whose roles as a think tank and a place of education complement each other, where policy research and academic research go hand in hand, and real-world exploration and development of theory are mutually reinforcing. 

With the joint support of The Chinese University of Hong Kong, Shenzhen (CUHK-Shenzhen) and Management Bureau of Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone, the Institute is based in Shenzhen and takes a global perspective. Led by Director Yongnian ZHENG, a political economist and Professor of CUHK-Shenzhen, and in collaboration with experts and scholars from around the world, after five years of hard work it has matured into a thought leader of growing international influence, focused on supporting regional and national strategic development through policy analysis, theoretical research, professional education and training, and by providing exchange platforms.

OUR VISION

Embracing the philosophy of "studying the world, exploring the path ahead, understanding universal principles, and governing for the greater good", we strive as a think tank to act as a bridge between knowledge and action, to provide advice to policy decision making, to promote theoretical innovation, to serve as a guide for public opinion, to foster social consensus, and to interpret leading-edge developments.

OUR MISSION

Our core mission is to help decision-makers seek certainty in an uncertain world. Through scientific research and analysis of the world's pain points, difficulties, and most topical issues, we provide rational thinkingr and feasible suggestions for government, enterprises, and other decision-makers to improve local, national, and global policies and governance.

At the same time, by building the three main structures of academics, disciplinarity and discourse, we will create an inclusive knowledge system for the social sciences based on Chinese philosophy and create a strong voice and narrative power in the domestic and international communities.

WHAT WE DO

1.Academic research: providing original, leading-edge, impartial and objective theoretical analysis.

All our research is based on fair-minded assessment of key global issues, commitment to inclusive and open thinking, and rigorous investigation of data and facts, to produce original, leading-edge, impartial and objective theories and analysis.

Our research starts from a global perspective, focusing inter alia on China's political economy, international relations and foreign policy, global development and governance, economic policy, industrial policy, scientific and technological innovation and sustainable development, rules and standards and international-related rule of law, internationalization of Chinese enterprises, the Guangdong-Hong Kong-Macao Greater Bay Area, marine economy, and the Southern China Common Market. Based in China, looking to the world and facing the future, we strive to build China's inclusive knowledge system.

2.Policy consultation: providing feasible suggestions for decision makers

We provide theoretical frameworks and feasible suggestions for decision-makers such as government and enterprises to improve local, national and global policies and governance. We circulate more than 100 policy reports each year, most of which are taken up by Central Government and various levels of local government.

We continue to undertake and implement important projects commissioned by government, enterprises, universities and others; develop key research bases; and provide theoretical and practical foundations for China to formulate corresponding strategies and policies.

3.International Forum: Building an International Exchange Platform

We have built an international exchange platform that brings together policies, theory, and professional education and training. Through in-depth discussions and brainstorming of ideas on diverse topics, we promote dialogue between academia and policy-makers, and between China and the world.

“The ocean draws from all rivers, and from such tolerance comes its greatness.” Based on this concept, we have founded our own academic programme brands, the “Haina Lecture” and the “Baichuan Forum” series, aiming to provide a broad and inclusive platform for thinkers from home and abroad. By brainstorming and contending, we aim to inject intellectual momentum into China’s development in the New Era and to bring China’s strength to the service of humanity’s shared future.

4.Think tank communication: promote social consensus and build China's international discourse power

Through the communication matrix of media, website, and publishing, we transcend international barriers and transmit the voices of China, Asia, and the world to academia, politics, and the public.

Our independent social media brand "Greater Bay Area Review" is dedicated to creating an authoritative, forward-looking and diverse thought-exchange platform with an international perspective and in-depth content. Our publications, including books such as The Middle Technology Trap, The Qianhai Model and Industrial Policy Change, analyze domestic and international policy changes and provide insights into key global issues and phenomena.

5.School of Public Policy and Policy Training: our commitment to cultivating the next generation of policy leaders 

We have established effective think tank/university interaction and collaboration with the School of Public Policy of CUHK-Shenzhen. Together we promote deep integration and a symbiotic relationship between policy research and academic research, with a shared commitment to cultivating professional excellence in public policy and leadership.

We organize thematic policy training courses for civil servants and corporate executives from relevant organizations in the Guangdong-Hong Kong-Macao Greater Bay Area and from across China on topics such as international relations, domestic and foreign affairs, public policy, urban management, and sustainable development, helping leaders in multiple fields to sharpen requisite skills and strategies.
